EU REACH Appendix XVII Added DecaBDE Restrictions

       On February 10, 2017, the Official Gazette of the European Union officially issued regulations (EU) 2017/227 DecaBDE was added to REACH Regulation (EC) No 1907/2006 Appendix XVII to become REACH Appendix XVII Regulation 67 substance. The regulations will take effect on March 2, 2017, and the restrictions on decabromodiphenyl ether will be implemented on March 2, 2019.

       New clause 67 is added as follows:

Substance name

       Bis (pentabromophenyl) ether (decabromodiphenyl ether: decaBDE)

       CAS No 1163-19-5

       EC No 214-604-9


Restricted content:

Since March 2, 2019, the material shall not be produced or put on the market.

The following products shall not be used in the production process and the following products containing the substance shall not be put on the market:

A. As a component of other substances

B. Mixture

C. From March 2, 2019, the content of parts in articles or articles is greater than or equal to 0.1%

The above items 1 and 2 do not apply to the following substances which will be used or have been used as the other mixed components:

A. It was used for the production of aircraft by March 2, 2027

B. Production of spare parts for use in the following products:

① aircraft produced before March 2, 2027

(2) Motor vehicles manufactured before March 2, 2019, in the context of 2007/46 / EC, agricultural and forestry vehicles within the scope of the EU Directive 167/2013, and machinery within the scope of Directive 2006/42 / EC equipment.

Paragraph 2 (c) above does not apply to the following:

A. Items placed on the market before March 2, 2019

B. Aircraft that meet the requirements of paragraph 3 (a) above

C. Parts that meet the requirements of paragraph 3 (b) above for aircraft, motor vehicles or machinery

D. Directive 2011/65 / EC within the scope of electrical and electronic equipment

The term "aircraft" means any of the following:

A. Designed approved civilian aircraft issued under the European Union (EU) No 216/2008 regulations or issued under the relevant laws of the International Civil Aviation Organization (ICAO); or has been obtained by ICAO Contracting States under international civil aviation A civil aircraft issued by Airworthiness Certificate issued in Annex 8 of the Company Convention

B. Military aircraft
